What is the maximum interest rate a credit card company can charge a card holder in the state of Delaware and California? Is the interest rate based on the state the card holder lives in or the state the credit card company is operating out of?
For each state the law states the legal rate of interest and general usury limit that can vary for consumers and non-consumers. Some banks, though, under certain circumstances, may change the legal rates, but for most institutions these limits are compulsory to stick to. So, in Delaware the legal rate of interest is 5% over the Federal Reserve rate. In California the legal rate of interest is 10% for consumers; the general usury limit for non-consumers is more than 5% greater than the Federal Reserve Bank of San Francisco's rate. It is also notable that these limitations are in effect in the state they were settled for, irrespective of the state the credit card company is situated in.

I applied for a pre-approved Chase Visa. The terms on the application were 0% on purchases and balance transfers
until March 2008. I applied on-line and was unable to put the offer/invitation code as there was no place on the
application to put it. I called to ask the bank if the same rates would apply as my mailing stated without putting the code on-line. She assured me they would be able to access the code through the name. I then typed in a transfer
to another bank as the rate was 18%. Much to my surprise I got my card in the mail with a percentage rate of 23%.
Obviously I would not have requested a balance tranfer to this new card with a higher % rate. This was the reason

The thing is that applying for a plastic, you’re supposed to agree to all credit terms and conditions. The application you’ve submitted seems to offer "variable rate" - the APR changes from time to time. This rate is usually tied to another interest rate, such as the prime rate or the Treasury bill rate. Scan you credit agreement to see how often your APR may change (the agreement is like a contract - it lists the terms for using your plastic money).
Every time you accept bank credit offer, are approved, and wish to use your plastic, one of the first things you will need to do is activate it. Sometimes, having received bank card, people change their mind and decide they don’t need it. Mind you do have a right to decline credit offer!
Many people think that activation means that you are accepting credit offer in question, and non-activation in its turn means that you are rejecting it. This is not true! When your application is approved and your new plastic is sent to you, that means that you have accepted it.
Activation is necessary for security purposes only; it is a way for the issuers to make sure that the person the product was issued to actually received it! This procedure reduces the risk of credit fraud.
The plastic cannot be used until it’s activated. This does not mean, however, that any processing fees or annual fees that may be attached to your credit deal do not apply until you activate. They can and do apply, and you are responsible for these charges unless you call the bank, usually within thirty to ninety days, and say that you have changed your mind and no longer want that credit deal.
Bear in mind, the inquiry for a new credit offer will show in your credit report and reduce a bit your credit score any way. Remember you’re free to cancel your plastic if it isn’t what you want. Just call your company to do it.

Well, you see, usually Discover credit cards require a good or excellent credit history. These are platinum credit cards as well as cash rebate cards for gas and purchases. If you have such and were denied, probably there was some mistake. However, more frequently, customers with poor and fair credit history who apply for good credit card offers with rewards are disapproved as they do not qualify. Credit card companies and banks always warn about possible negative consequences. When you apply too often and get denied, first check out what your credit score is - and only then apply. Choose credit card offer you are really eligible for as applying too much you lose your score.

I need a contact number to report a stolen card as soon as possible please.
We are not a bank, so we issue no credit cards and have no power to cancel or freeze your credit card accounts. If you ever lose your credit card or somebody steals it, you should IMMEDIATELY call the bank and ask report of this accident, so that your account will be given another number and you will be sent a new credit card with a new PIN.
